　　Linyi is a newly developed midium-sized city. According to the overall plan of Linyi economic and social development, duing the Ninth-five-year-period (1996-2000), the strategic emphases of opening are on the following aspects:
First, utilizing foreign capitals. Emphases are put on improving the investment envoirment and service standard to attract direct investment. The foreign investment orientation are directed to infrastrucure facilities, high-tech industries, resources development and state-owned large and medium-sized enterprises' grafting and renovation. And some tertiary industry projects are set up for direct investment.
　　Second, foreign trade. Build the export goods production base, develop high-grade, high added value products, enlarge self-managed exporting for foreign exchange and benefits.
　　Third, oversea investment and oversea undertaking contracted projects and exprot of labor force. To develop transnational managent through oversea investment on factories, oversea offices and select oversea agents. Make use of the advantages of rich labor force and solid building industrial base to develop foreign undertaking contracted projects and export of lapor force.
Forth, construction of development zone. Continue to implement various preferential policies for development zone, speed up construction of infrastructure facilities in the zone, develop tertiary industry and other concerned social and public service as supplements. Enlarge the dynamics to attract foreign capitals to enhance the quality of the projects and standard and cencerntration rate. Develop the opening scale constantly to make the development zone into a growing base for high-tech industries and foreign-oriented economy.
　　In order to accelerate the internationalization of Linyi's economy and development, Linyi will enlarge its opening up and cooperation with friends from home and abroad and develop together with good investment conditions of rich natural and land resources, cheap labor force, preferential construction fee, low construction cost, high investment repayment rate and etc.
